The person is otherwise eligible if he lives in USA. He has the required 40 points and is well over 62 years of age. He has green card. He wants to live and retire outside USA for ever because it is cheaper there. Will US Social Security Administration send out payment dollars to him in another country for ever? What about the dependent wife – same status. Where is the provision documented, which publication and in which paragraph? What about IRS returns requirements, if any?

A person with the requisite 40 points will receive US social security payments wherever he lives – even Mexico. It is an insurance scheme you paid into.
Same status for dependent wife.
You will have either 15% or 30% deducted at source for taxes in violation of the international treaties which say that tax liability is in the country of residence. For example, your withholding will be at 15% if you live in the UK which has a double taxation agreement but 30% if you live in Dubai which does not.
Fair? I don’t think so but since when did the USandA play fair?
US tax returns are a requirement for as long as you own a green card. Get rid of it.
